Privacy Policy for Control Center
Last updated: 30 October 2026
Control Center (shown on Google Play as Control Center: Theme & Panel) is an Android app that opens a themed control panel with quick settings, music controls, sliders, shortcuts and a screen recorder when you swipe from the edge of your screen. This page explains what information the app handles, why, and what choices you have. It applies to the app with package com.controlcenter.theme.panel, published on Google Play by Billionweb.
The short version
- The app never reads what is on your screen. The Accessibility Service is used only to show the control panel over other apps when you swipe from the screen edge, and to take a screenshot or lock the screen when you tap those tiles. It checks only the type and position of system windows, so the trigger can step aside under the notification shade. It does not read your screen content, typed text, passwords, messages or notifications.
- Screen recordings stay on your phone. Videos you record are saved only on your device. The app never uploads them. The microphone is used only if you turn on sound recording, and only while a recording runs.
- Your photos stay on your phone. A photo you pick as a custom theme background is chosen through the Android photo picker and stored only inside the app on your device.
- The state of WiFi, Bluetooth, mobile data, airplane mode, brightness, volume, sound mode and Do Not Disturb is read on your device only to show it in the panel. None of it leaves your device.
- There is no account. You never sign in, and we never ask for your name, email address or phone number.
- We use Google Firebase to count how the app is used and to receive crash reports, and Google AdMob to show ads in the free version. These receive device and usage information described below.
- Subscriptions are handled entirely by Google Play. We never see your payment details.
- In the European Economic Area, the United Kingdom and Switzerland, you are asked for consent before ads are personalised or your data is used for advertising, and you can change that choice at any time.
How the app uses the Accessibility Service
Control Center uses the Android Accessibility Service to show its control panel on top of other apps. Before you turn it on, the app explains how it is used and asks for your agreement.
- It places a small trigger area on the screen edge you choose and opens the control panel when you swipe or tap it.
- It only checks where system windows are (their type and position), so the trigger can step aside while the notification shade or the lock screen is open, and, if you turn on that option, while a fullscreen app is shown in landscape.
- It takes a screenshot or locks the screen only when you tap the screenshot or lock screen tile in the panel. It performs no other actions for you.
- It does not read your screen content, typed text, passwords, messages or notifications, and it does not read the content of other apps. Window information is used live on your device and is never logged, stored or sent.
- No personal data is collected or shared through this service.
You can turn it off at any time in the app, or in Android settings under Accessibility, Control Center. The control panel then stops appearing.
Screen recorder
When you start a recording, Android asks for your permission to capture the screen, and a notification stays visible while recording so you can stop it at any time. Videos are saved on your device in the Movies/Control Center folder. You can play, share or delete them from the Recordings list. Sharing happens only when you choose an app to share with. The app does not upload, analyse or send recordings anywhere.
If you turn on the microphone, Android asks for the microphone permission, and sound is recorded into the video only while a recording runs. The audio stays in the video file on your device.
Screenshots taken with the screenshot tile are created by Android itself and saved where Android normally saves screenshots. The app does not open or read them.
Photos and wallpaper
In the theme editor you can pick a photo as a background. The Android photo picker gives the app only the photo you select, so the app needs no access to your photo library. A copy of that photo is kept inside the app's private storage on your device to draw your theme, and it is removed when you delete the theme, clear the app's storage or uninstall the app. When you choose Set as wallpaper, the app draws the theme art and sets it as your wallpaper on your device. Photos are never uploaded.
Permissions
Most permissions are asked for only when you use the feature that needs them.
| Permission | Why the app needs it |
|---|---|
| Accessibility Service | To show the control panel over other apps when you swipe from the screen edge, and to take a screenshot or lock the screen when you tap those tiles, as described above. |
| Screen capture (media projection) and foreground service | To record your screen when you start the screen recorder. Android asks for your consent before each recording, and a notification shows while it records. The service uses its microphone type only when you record sound. |
| Microphone | Only if you turn on sound for a recording, to add your voice to the video. |
| Notifications | On Android 13 and later, asked once before your first recording, to show the recording notification with its Stop button. |
| Modify system settings | To change brightness and rotation lock from the panel sliders and tiles. |
| Do Not Disturb access | To switch silent mode and Do Not Disturb from the panel. |
| Flashlight | To turn the flashlight on and off. The camera is never used to take pictures. |
| Network and WiFi state | To show whether WiFi and mobile data are on in the panel. Bluetooth on or off is read without any extra permission. On Android 10 and later, the WiFi, Bluetooth, mobile data and airplane mode tiles open the matching Android setting, because Android does not let apps switch them directly. |
| Change WiFi and Bluetooth (Android 9 and older only) | Older Android versions still let apps switch WiFi and Bluetooth, so on those phones the tiles switch them directly. |
| Storage (Android 9 and older only) | To save your recordings in the Movies folder. Newer Android versions need no storage permission for this. |
| Set wallpaper | To set the theme art as your wallpaper when you choose Set as wallpaper. |
| Vibration | For the optional short vibration when the panel opens. |
| Internet | To load ads, send analytics and crash reports, and check your subscription with Google Play. |
The app does not ask for location, contacts, phone call, SMS, camera or photo library permissions, and does not use the "display over other apps" permission. The location and hotspot tiles only open the Android settings screens. The calculator, clock and camera tiles open the apps already on your phone; the app only checks which ones are installed for this purpose and does not record or send that list.
Information that stays on your device
The app reads the current state of WiFi, Bluetooth, mobile data, airplane mode, brightness, volume, rotation lock, sound mode and Do Not Disturb live on your device to show it in the panel. Music controls send play, pause, next and previous to the app that is playing; the app does not read what you are listening to. Your themes, custom themes, panel settings, recordings and the background photos you pick are stored only on your device. None of this is stored on a server, sent to us or shared with anyone.
Information collected by services we use
| Service | What it receives | Why |
|---|---|---|
| Google Firebase Analytics | App events such as opening the app, which theme was viewed, unlocked or applied, opening the panel, which tiles are used, starting and stopping a recording (never its content), using the theme editor, permission steps, whether the subscription screen was shown, and subscription events; an app instance identifier; device model, Android version, language and approximate country; and, where you consent or consent is not required, the advertising identifier. | To understand which features are used, to improve the app, and to measure which of our ads lead to installs and subscriptions. |
| Google Firebase Crashlytics | Crash reports: the stack trace, device model, Android version, app version and an installation identifier. | To find and fix crashes. |
| Google AdMob and the Google User Messaging Platform | The advertising identifier, IP address, device and app information, ad interactions, and your consent choice. | To show banner, full screen and rewarded video ads in the free version, to limit how often they appear, to prevent fraud, and to record your consent choice. |
| Google Play Billing | Your purchase and subscription status. Payment details stay with Google. | To unlock Premium and to restore it on a new device. |
Analytics events never contain your recordings, screenshots, photos, microphone audio, text you typed, the names of other apps you use, or anything shown on your screen.
These services are provided by Google and process data under Google's own terms. See Google's Privacy Policy and how Google uses information from apps that use its services.
Advertising and your consent choices
The free version shows ads. You can also choose to watch a rewarded video ad to unlock a theme. Premium shows no ads. If you are in the European Economic Area, the United Kingdom or Switzerland, Google's consent form asks whether ads may be personalised and whether your data may be used for advertising and measurement. Until you choose, ads are not requested. You can review or change your choice at any time in the app's settings under Ad privacy. Elsewhere, you can reset or delete your advertising identifier in Android settings under Privacy, Ads.
Subscriptions
Premium is a weekly subscription sold through Google Play. Google Play processes the payment and tells the app whether a subscription is active. We receive no card details, no billing address and no name. You manage or cancel the subscription in the Google Play Store under Payments and subscriptions.
Sharing
We do not sell your personal information. Information is shared only with the Google services listed above, which act on our behalf or under their own terms as described. These providers may process information outside your country under their own safeguards. Recordings and photos are shared only when you choose to share them yourself.
Retention
Your settings, themes, recordings and photos remain on your device until you delete them, clear the app's storage or uninstall the app. Recordings saved in the Movies folder stay there until you delete them, even after uninstalling. Google Analytics data is retained for up to 14 months. Crash reports are retained by Crashlytics for up to 90 days. Advertising data follows Google's retention practices.
Deleting your data
Delete recordings from the Recordings list or your gallery. Uninstalling the app or clearing its storage in Android settings removes everything else the app stored on your device. To ask us to delete analytics data associated with your installation, or to exercise any other privacy right you have under local law, email arshpreet@billionweb.co with the subject "Control Center data deletion". Because there is no account, we will explain what we can locate and what limited information, if any, we need. Never send passwords or identity documents.
Children
Control Center is a general audience app and is not directed at children under 13. We do not knowingly collect personal information from children. If you believe a child has provided personal information, contact us and we will delete it.
Security
Data sent to Google services travels over encrypted connections. No method of transmission or storage is completely secure, but we use the protections these services provide.
Changes to this policy
If this policy changes, the new version will be posted on this page with a new date.
